Abstract: Describing Mercer Bullard as a "one-man mutual fund crusade," Suzanne Riss reflects on Fund Democracy's campaign to show shareholders how non-performance issues, such as pricing, trading practices, soft dollars and redemption policies can affect their bottom line. Bullard left the SEC to that he could speak out on these issues, and rally employee, consumer, professional, and investor groups to press the SEC to reform mutual fund rules for the benefit of shareholders. In truth, a "one-man" crusade is not much to crow about. Fund Democracy provides technical and organizational expertise needed to further the cause of mutual fund reform. But change can only be achieved with the leadership of membership organizations interested in improving the financial situation of their members and clients. The real crusaders are those groups that are willing to invest their time and credibility in taking on the fund industry, such as the Financial Planning Association, AFL-CIO, National Association of Investors Corporation, Consumer Federation of America, Consumers Union, Consumer Action, Arizona Consumers Council, Consumer Action, Consumer Federation of California, Consumer Fraud Watch, Consumers Union, Democratic Processes Center, North Carolina Consumers Council, Pennsylvania Citizens Consumer Council, and Virginia Citizens Consumer Council. |
