Mercer Bullard

Mercer Bullard is CEO of Fund Democracy, LLC, which he founded in January 2000 to serve as an advocate and information source for mutual fund shareholders and their advisers. Fund Democracy provides a voice for mutual fund shareholders by publishing articles that target mutual fund practices, policies and rules that are harmful to fund shareholders and by lobbying legislators and regulators on mutual fund reform issues. To date, Fund Democracy already has attracted attention from financial leaders and industry watchdogs as the leader of a broad-based movement for mutual fund reform Fund Democracy plans to launch its full Web site in 2001. The Fund Democracy Web site will ensure that mutual fund shareholders have the independent analysis they need to make informed investment decisions and protect themselves against fraudulent sales practices and other abuses. The site will provide, free of charge, truly independent analysis, commentary, and advice, as well as fund ratings that are based on a wide range of criteria. Fund Democracy will offer, on a subscription basis, a menu of unique services for financial planners and other professionals.

Prior to founding Fund Democracy, Mr. Bullard was an Assistant Chief Counsel in the SEC's Division of Investment Management. While at the SEC, Mr. Bullard was responsible for a wide range of matters involving mutual funds and investment advisers. He worked at the SEC from 1996 to January 2000. From 1991 to 1996, Mr. Bullard was an attorney in the investment management practice of Wilmer, Cutler & Pickering, a Washington DC law firm. He joined Wilmer, Cutler after clerking for Judge Will Garwood, U.S. Court of Appeals, Fifth Circuit.

Mr. Bullard has a J.D. from the University of Virginia School of Law, where he was an Articles Editor of the Virginia Law Review. He is also a member of the Order of the Coif. Mr. Bullard has an M.A. from Georgetown University, Washington, DC, and a B.A. from Yale College, New Haven, Connecticut.
